Cereals Logistics Center

1.Background & Advantage
Zhoushan is located in the middle of the coastline at the estuary of the Yangtze River, Qiantang River and Yong River; it is a bridge tower of the open policy of Yangtze Delta and even the whole country. It has courses connecting the large ports of our country and the important ports in the world so it is the hinge of the river-sea-joint-transportation of China and also the key point of the Far East international courses. All the vessels coming into east China from the outside world should pass through Zhoushan, moreover, zhoushan connects the rivers and the sea, it takes equal time to go north, south and west from here. By the rivers such as the Yangtze River, we can reach the vast inland area (35,000-ton ships can directly reach Nanjing and 5,000-ton ones can reach Wuhan), so that Zhoushan is an ideal transfer and distributing center of cereal commodities for our country.

As for our province, Zhoushan is in the north, besides Ningbo, Taizhou and Shaoxing, we can also get to Hangzhou, Jiaxing and Huzhou by shipping.

Now the mainland-island joint project is carrying on and after three years Zhoushan will be connected with the mainland and cereals will quickly get into the inland area by highways.

2.Content
(1) to set up a cereals logistics center. Basing on 50,000-ton up to 80,000-ton dock and provincial transfer storehouse, we are going to construct 150,000-ton to 200,000-ton store infrastructure in Zhoushan Portside Industry developing Zone and develop cereals logistics. First we are to develop distributing of import grains; second we are to develop distributing of grain from northeast China. The distributing area in not only the littoral area but also the vast inland area.
Total investment: 40,000,000 Yuan

(2) Cereals processing. Make use of special deepwater harbor and cereals storehouse while developing basic cereals processing industry, such as grinding, milling, oil milling, feed providing and malt growing.

Ⅰ.Grinding
A. Product line that can process 500 ton rice every day. Total investment: 20 million Yuan. The annual output is 150,000 ton. Tax: 5 million Yuan.
B. Rice and Bran synthetical utilizing 100 ton per day. Product: phytate, inosital. Output: 0.2 billion Yuan. Tax: 30 million Yuan.
C. Rice protein; expand rice and other serial foods 100 ton per day. Investment: 25 million Yuan. Tax: 15 million Yuan.
D. Rice and starch products 100 ton per day. Investment: 35 million Yuan. Main products: oligose. Investment: 25 million Yuan. Output: 0.15 billion Yuan. Tax: 20 million Yuan.
Ⅱ.Milling
A. Processing wheal 2,000 ton every day (600,000 ton every year).
B. Wheal starch and denaturation starch joint line. Daily processing 2500 ton. Investment 30 million Yuan. Output: 0.5 billion Yuan. Tax 20 million Yuan.
C. Wheal embryo oil distilling and life active matter reproduce. Daily processing capacity: 50 ton (annual processing 10,000 ton). Investment 10 million Yuan. Output: 0.1 billion. Tax: 30 million Yuan.
Others: whole meal, healthy wheat meal, special meal and roast food production.
Ⅲ.Malt growing

(3).Aquatic feed processing.
Utilizing abundant animal protein (fish powder) and botanic protein (bean cake) and dock, introducing advanced feed processing equipments and technology to build a aquatic feed processing factory in portside industry zone to supply the culture fishermen in littoral area with good feed and haunt the development.
Ⅰ.Aquatic feed. Daily process 600 ton. Annual product: 150,000 ton. Investment: 0.1 billion. Output: 0.8 billion. Tax: 75 million Yuan.
Ⅱ.Feed additive, expand feed material (expand bean cake). Annual product: 100,000 ton. Investment: 30 million Yuan. Output: 0.8 billion. Tax: 40 million.
Besides, you can also invest in deep processing products such as soybean isoflavones, soy sapinins, soybean oigosaccharides, soya lecithins and soy protein isolate.

International Container Harbor Development
in Jintang Port Area fo ZhouShan Port

1.Program Background & Condition
In order to develop and construct Shanghai International Shipping Center together; consummate comprehensive transportation system of the Yangtze Delta; promote area and larger scale continous development of international container transportation; participate in international economic cooperation and division; improve compete ability,as a deepwater harbor part of container pivot port of Shanghai international Shipping Center, the detailed controlling plan of Jintang port area has been approved by Communications Bureau of Zhejiang Province, the file number is (2005) 22. Jintang Port is supposed to mainly afford international container transportation and also to become a large modern port for portside industry development and providing transportation service.

2.Construction Scale & Content
Jintang island is the forth largestest island of Zhoushan, it is 13 km from north to south and 8 km from east to west, covering a area of 77.85 KM2 with 49.21 km coastline, of which 22 km is over 15 m deep. It has the condition and merit to build large container berth.

3.Preparation & Evolvement
The two container berths in Zone B (Dapukou) constructed in the early period are now applying for project preliminary hearing. Container dispersing highways will be finished by 2008 as well as Zhoushan-mainland Island Joint Project. The coastline that is deeper than 15 m of Zone C (Shang’ao), Zone D (Zhangjiaao) and Zone E (Xiaoli’ao) added up to 7204 m is ready to be developed.

Xiaoqushan 50,000-ton to 100,000-ton
Bulk Cargo Transfer Base

1.Background & Advantage
The transmeridional Xiaoqushan harbor is 4.2 km from north Qushan Island. Its devious coastline with jags is 8.77 km long of which 1.2 km is deeper than 10 m. The sea area is close to Qushan Island in the south covering a land area of 1.873 km2. It is a god-given deepwater harbor for it has merits as follows: having land behind, good condition to prevent storm, deepwater courses, never froze all the year. Xiaoqushan Harbor is 30 sea miles from Luchao Harbor in Shanghai, 10 sea miles from yangshan Harbor and less than 10 sea miles from the planning anchorage (joint examine anchorage ground of Qushan) ground of Yangshan Harbor, so its position is very special. Yangshan Harbor is appropriative for container transportation and it is also restricted by its hinterland, so it cannot afford staple bulk cargo transfer and that provides good developing condition for Qushan Island with deepwater coast.

We are going to construct one 50,000-ton to 100,000-ton staple-bulk-cargo-uninstall berth and associated aheap behind.

Daishan 50,000-ton Freight Dock

1.Background & Advantge
Daishan County is provided with excellent deepwater harbor resources, and harbor industry is the main stream of the economic development of Daishan.
This project is located in Daishan Economic Developing Zone and its harbor area is in the neighborhood of Daishan joint-examine anchorage ground in the southwest, which is open. It is a natural great harbor with vast port area; good condition to prevent storm and it also has Mantoushan and Daxiaoshan inside. The harbor area is 700-1500 m wide; its average water depth is about 30 m. The 15-m-isobath is only 100 m away from the coast. It is very fit to build large-scale dock.

2.Scale & Content
The total investment of this project is 0.1 billion Yuan and the designed annual handling capacity is 3,000,000 ton. We are going to set up a 50,000-ton (and 100,000-ton) freight berth, and to build 40,000 m2 aheap and 1,000 m2 storehouse.

Shuangfeng 100,000-tonnage-harbor developing program
in Daidong Town of Daishan Country

1.Programme Background & Construction Condition
With position merit to be touched by both ocean and river and advantaged port resources, Daishan is an perfect choice for building deepwater harbor in Yangtze Delta. The program is going to be settled in southeast Daidong Town on main island of Daishan. Basing on the 2,000-meter-deepwater coastline outside the seawall built by Shuangfeng inning project, there can be several 50,000-tonnage berths. This port area has large hinterland, 200 hectare bottomland able to be and 466.67 hectare salty bottomland, so it is suitable for developing large staple material water-to-water transfer program.

2.Programme Preparation or Evolvement
The project has been listed in water conservancy and inning plan of Zhejiang province.

3.Construction Scale & Content
The total investment is 1 billion RMB, 60 million for the first period to inning 200 hectare bottomland and 2450 m standard sea wall, and this will take 3 to 5 years. The second period is going to build 3 to 5 50,000-ton berths and other relative accessories.

Niluoshan 100,000-ton Fuel Oil Storage
and Transportation Base of Qushan

1.Program Background & Condition
Niluoshan is located in the middle of the south bank of Qushan Island, it has other two expanded islands, the Middle Niluoshan and Outter Niluoshan. The port area has Qushan Main Island as its natural Barrier, it also has perfect storm preventing condition, suitable water depth and its bottom land shape is good for anchorage. Besides, it has much other merit, such as fluent water flow, vast sea area, high flow speed that will not cause silt and always keep a dynamic balance. The sea route entering the harbor is deep and smooth, the 20-m-deep line is 60 m away from the bank. Oil tanks range from 50,000-ton to 80,000-ton can pass through the main sea route easily, which connecting the international shipping line in the east and connecting the north-south shipping line of our country. In the west, you can reach the hinterland of Yangtze River. There are fine voyage installations alone the route that will be useful to different vessels.

2.Construction Scale & Content
The estimated total investment is 0.12 billion RMB. We are going to build one 100,000-ton fuel oil unload berth, one 5,000-ton-to-10, 000-ton fuel oil load berth and 100,000-m3-to-200, 000-m3 oil can. The production base will be on Guihua salty bottomland. We just need to do some primary work and then we can build workshops on it and we can also transport original materials to the factory by laying 1500 m oil pipe.

The earlier stage work of survey has been finished, and the project advising file and feasibility research report is under drawing.

Qushan Sheyimen Chemical Industry Product Transfer Berth
and Storage Program

1.Program Background & Condition
Sheyimen Port is located between the east bank of Qushan Island and Shulanghu Island, it is one of the three deepwater ports of East China. The port area is 4 km long from south to north and 2 km wide from east to west, it is only 2 sea mile from the planning anchorage of Yangshan Harbor. Its forehead 20-m deep line is100 m away from the bank in the nearest place and 400 m away from the bank in the farest place. The width of water area that is of the same depth and deeper than 20 m ranges from 450 m to 900m. The water depth of the sea route outside its north outlet is over 22 m while that of the sea route outside the south outlet is over 14 m. Both the south and the north outlet can meet the demand for designing sea route for 200,000-ton oil tank to enter and leave the port.

2.Construction Scale & Content
We are going to invest 1.5 billion RMB, to build one 200,000-ton berth, 3 30,000-ton-to-50,000-ton berths and 600,000 m3 chemical product storage containers and other accessory installations.

ShuLang Lake Ore-sand Transfer Berth Program of Qushan Port Area

1.Program Background & Condition
Shulang Island is a large one of all the islands in Qushan Town, which is 2 km to the east of Qushan Main Island. It position is very important, as the northwest sea are of the island has been planned as the pilotage anchorage of Yangshan Port of Shanghai International Shipping Center and the Sanxing sea area under its jurisdiction is a part of international sea route. This program is located on the west bank of Shulang Island, by inning about 400 Hectare land from Little Shulang Mount in the south to Large Pan Mount and Little Pan Mount in the north, facing Sheyimen Port, we are going to form a unified trade port area. And this area will be wrapped by several islands such as Large Pan Mount and Little Pan Mount as well as Large Qing Mount and Little Qing Mount, it is supposed to be a natural harbor that is suitable to develop water-to-water transfer program.

2.Construction Scale & Content
The feasibility research report has been finished.

3.Preparation & Evolvement
The total investment of this program is 5.078 billion RMB. We are going to build 3 over-200, 000-ton berths and 6 30,000-to-50, 000-ton berths. The first period will contain 2.6 billion RMB investments and build one 200,000-ton berth; the second period will contain 1 billion RMB investments and the third period will contain 1.4 billion RMB.

Shengsi Lvhua International Anchorage Ground
Water-to-Water Transfer

1. Background & Advantage
According to the enlarging of the gap between energe sources future need and supply of Yangtze valley, especially the increasing of the importing of staple bulk cargo such as oil and ore, in the year 2005, 100 million tonnage oil and 85 million tonnage ore will be imported to our country as experts estimated. However, Shanghai and the Yangtze valley are lack of huge deepwater berth, not able to meet the need of global vessel large-sized shipping and long-distance economic transportation. Lvhua international anchorage ground in the northeast of our county is located at the crossing of China’s north-to-south inshore sail line and the “golden waterway” of Yangtze River. Occupying ideal deepwater transfer condition, it is a good place for build accessory water-to-water transfer base for Shanghai and Yangtze valley. The Lvhua sea area, where the project is carried on, has straight deep and wide waterways is the passage that every ship passing the Yangzi River alleyway should pass. The total open sea area adds up to 25.74 square kilometers with water depth between 20 and 70 meters. Its bottom is made of newly deposited silt, and is easy to anchor. In 1978, the “ Double Peak Sea” ship is changed into the mother ship for unloading by the Ministry of Communications and is now anchoring on the Lvhua Ground as the large-sized ship unloading station of Shanghai Harbor. According to its water depth, waterway, bottom, protection, useful area and the operation of “Double peak sea” ship, Lvhua international anchorage ground is appropriate to be a staple bulk cargo water-to-water transfer base for Shanghai and Yangtze valley.

2. Construction Scale & Content
This project is carried on the sea and is going to set up a 200,000-tonnage to 300,000-tonnage staple bulk cargo water-to-water transfer unloading station.

3. Preparation & Proceeding
We have already tested the sea area near Lvhua and fond out its hydrology, climate and geography.

Shengsi Majishan Sourthwest Water Area Staple Bulk
Cargo Deepwater Transfer Harbor

1.Background & Advantge
Majishan locates at the combining point of Qiantang River and Yangtze River, which is on the southwest of Sijiao main island in Shengsi, covering an area of 1.81 Km2, of which 1.33 Km2 land can be reclaimed by dinking. The sea area along the coast is deeper than 20 m. The water way there is very convenient, and its entryway to the sea connects the international course. The vast harbor area never froze and silt and always calm, so it is good for building deepwater harbor dock. The Shanghai Baoshan Steal Company has already built a 250,000-ton (and 300,000-ton) ore sand transfer dock. Besides the coastline used by Baogang, the west sea area of Majishan is also in good condition. It is suitable for building bulk cargo dock and oil, natural gas transfer dock according to the landform condition of its water area, and it can also become a freight importing and oil transfer base of Shanghai and the Yangtze valley. The geology condition of Majishan is fine. It contains the merits as following: reliable structure, economic for construction, short-period building. The construction of Baogang dock will provide advantageous communication, telecommunication, and power supply, water supply for the dock’s rebuilding, which will save much investment.

2.Scale & Content
The deepwater coastline in the southwest water area of Majishan is 1 kilometer long. It can be used to built 200,000 to 300,000-ton staple bulk cargo (ore sand, coal, oil etc.) dock, 100,000 to 150,000-m3 LNG (Liquid Natural Gas) dock, and 30,000 to 50,000-ton liquid chemical dock. The 1000 Ares land behind the coastline can be used as port area and storehouse.

3.Preparation & Progress
The project has been one of Shengsi harbor development programs and will be the first choice of future large-size harbor development. Our county has the Second Ocean Research Institution do measure and reconnoiter of the hydrology and geology condition in southwest water area of Majishan, and we have also started reclaiming and dinking the land behind the 20-meter-deepwater coastline. After that, the land area has reached over 1,000 Ares.

Shengsi Huanglong Deepwater Harbor Development

1.Program Background & Advantage Analyzing
Huanglong Island of Shengsi County is located in the middle of the coastline of China and it is on the outlet of the Yangtze River. It covers a land area of 6.6 km2 and a sea area of 300 km2 that is over 20 m deep. The coastline that can be used is 15 km, of which 1 km is over 20 m deep, and more than 5 km is over 15 m deep. With vast port area and an outlet connecting international sea route, it is the only way for entering and leaving Shanghai Harbor and Yangtze Delta and it is also a golden water area for north-south transportation. Large container carriers of Shanghai International Shipping Center and the 250,000-ton (300,000-ton also) ore sand transfer vessels both choose their way through the south of the main island, as for its land shape of water area and its port position merit make it as the best place for building a modern international deepwater transfer harbor of our country. It is suitable for building large staple bulk (such as oil, grain, chemical products, etc) transfer berth and the import storage-transfer base for Shanghai and Yangtze Valley.

2.Construction Scale & Content
We are going to set up a portside industry zone that is 1582 m long and over 300 m deep, a port transfer berth that is over 500 m deep and has a coastline of 5800 m long for large staple bulk, chemical products and oil, and other accessory installations. Its total capital is about 0.7 billion Yuan.

3.Program Preparation & Evolving
This program has been listed in the port-developing plan of Shengsi County. It is the first choice for building large port transfer berth and base. We have had the Third Navigational Project Institution of the Ministry of Communications to do the port developing plan.

Cooperation, joint venture, manage port related affairs together. The investor provides remittance to introduce equipment and the projector provides materials about hydrology, climate and geography.

QuShan 20,000-ton Logistics Supply Ensuring Base

1.Background & Advantge
The project is located in Shizimen in the northeast of Qushan Island. The 16-meter-deep isobaths is about 600 m away from the coast. After several explorations by the experts home and abroad, Shizimen is considered to have the condition to set up a 20,000-ton all-purpose dock. It is back on Qushan Island, facing the Huangzeshan deepwater harbor, having the Shanghai Mountain as a natural barrier that stops high waves and large piece of land behind as its base. We can get 15 ha. land by reclaiming and dinking that is able to meet the needs for logistics to store and transport grain, salt, vegetables and foods with good potential.

2.Scale & Content
We are going to build a 20,000-ton all-purpose dock in Shizimen or west Shanghai Mountain to store and transport small quantity of oil or other bulk cargo, And to build a large-scale material turnover zone in its neighborhood basing on that.
