The Islands Flowing Seawater Desalted and Supplying Project

1.Background and Construction Conditions
Putuo is a comparatively developed county among the island counties in China , and it also dominates the most islands. The tourism and fishing industries are very flourishing there, but , in recent years, Putuo is terribly lacking in the desalted water resources, and becoming a water poverty island region because there has no condition for building a big or middle sized reservior. Introducing the independent knowledge property right, the high-tech anti-penetration sea water desalted ,the water proverty problem will be setteled. The embarrassment situation when people have no drunk water during the drought, and bottleneck problem of the lacked water resources for economic developing, will be solved thoroughly, and the water resources can be used sustainablely. The total investment will be RMB50.40 million Yuan. The construction period is 3 years.

It is scheduled to build an islands sea water desalted supplying boat of 1000 ton per day , the island infrustructure and other supporting facilities.

Xidatang Outside Reclaiming Project

1.The background and conditions of the project
Dinghai is a town-rank district, which is prominent in the shortage of land resources. The per capital land area is some 0.42 acres, accounting for a quarter of the percentage nationwide. However, with the increasing development of urbanization and the acceleration of building a powerful district in ocean economy, more lands will be needed. The project of reclaiming the western sea wall is to safeguard and provide more land for the development of district’s industry. This project is located outside the west seawall of the western part of Dinghai Cengang town. It has a total length of 2,524meters,reclaiming area of 2,120 acres, which will be suitable for conducting marine pharmaceuticals and marine biology and chemical.

2.The content of corporation
Started from Gaoping ridge in the north part and Jigu reef in the south part,the project has a total length of 2,523 meters and the reclaiming area of 2,120 acres.its flood-protective capability hits 50 years high with 2 waterlogged fields, which includes 6apertures. The total width of the project is 18 meters and the minimum volume is some583/S，which hits2o-year high. The section is designed to be complex and is able to pour our the rainfall within one day. This project is planned to be finished within ten years and a half and was initiated at the end of 2005.

Putuo,liuheng-Ningbo Strait Bridge

1.Background & Advantage
As Liuheng Island penetrates into the Yangtze Delta Economical Zone, the harbors of Ningbo and Zhoushan connect as a whole.The 28 km deepwater coastal line has become a heated piece of land for the domestic or even global consortiums and groups to invest, and the entire exploiting climax of Liuheng is coming. It is necessary to build the Liuheng-Ningbo Strait Bridge to make Liuheng a national key near-port industry, logistics and power base. The project of building Liuheng-Ningbo Strait Bridge has been listed in “the 11th 5-Year” programme of Zhejiang Province, and it will be guaranteed to open in 2010.

2.Scale & Content
The bridge starts at Zhangqi Port, via Yefodu Island, Fodu Island, Meishan Island and ends in Quoju,Ningbo . The total span on the sea is 2.5 km. RMB 1.5 billion Yuan will be invested.

It has been demonstrated and will be carried on between 2004 and 2009.

Xiao guoju reclaimed zone in liuheng of Putuo district

1.The background and conditions of the project
Located to the southwest of Liuheng island, Xiaoguoju reclaimed zone enjoys abundant resources in beach land with an area of 2,360 hectares, to the northwest side of the zone lies a nine-kilometer deep water coastline, matching its development, with the coastline, five kilometers have a depth of 25 to 30 meters. four kilometers are 8 to10 meters, arranged for heavy industry, fine industry etc.

2.The preparation and progress of the project
Three are three sessions to help forming silt in reclaimed zone,one of the extend projects has an area of 413 hectares to be reclaimed with the dike of 1,640 meters.The second session of silt-forming dike, with a length of 850 meters, begins from the fort mound of Liuheng island, via Baima reef, reaches Baimu reef is planned to be practiced in 2006. The third session, with an area of 1,652 hectares, is to be implemented on the basis of the first two sessions.

Islands Connecting Bridge Between Zhujiajian
and Taohua Island

1.Background and Construction Conditions
At present, the project is at the prophase period, it is planned to finish all the preparatory workds before 2005 , and to start working in 2006. The construction period is about 4 years. The total investment is RMB 1 billion Yuan.

2.Construction Scale and Content
The project is the important part of the Zhoushan Continent-Island traffic net construction. The construction of this program has great significance to promote the island resources utilization , the tourism development , and to boost the area economic developing .The main content is : constructing the sea across bridge, starting from Zhujiajian Diaoyujiao, passing Xishan, Dengbu , closing at east part of Taohua , the total length is about 10 KM, and 3 to 6 big and small bridges are needed. The project also includes some land developing items in Zhuajiajian and Taohua Island, and some tourism projects in Taohua Island. The carrying out of the project , will significantly boost the resources developing in Taohua and Dengbu , and other islands.

3.Progress and the Preparatory Work
The preliminary works have being urgently carried on, and will be finished at the
End of 2005. The main body will be started working in 2006. The construction periodic about 4 years. The total investment is RMB1 billion Yuan.

Islands Connecting Bridge Between Daishan
and ZhouShan Main Island

1.Background and Construction Conditions
Daishan county possesses the natural abundant deep-water harbor resources, connecting the international shipping route, so, it is the ideal selected address for constructing the international container pivot. But, the geographical reason of locating the island, causing the inconvenient water-water transportation ,which has all along been the restriction factor from excerting its pivot function. The island connecting bridge will directly communicate the inland interland by connecting Hu-ning and Hu-hang speed highways, and will form an integrated communication pivot, gathering ocean shipping, continent transportation and railway transportation and strongly radiating the inland hinterland.

Bridge Connecting XiuShan Island DaiShan Island Project

1.The background and conditions of the project
Xiushan island lies at the south part of Daishan with 5,5 kilometers apart from the south gate of Daishan tourist attractions. It enjoys a great number of scenic spots and historical sites and impressed tourists with its green hills and clear waters, comforting environment and scenery. Beach complex such as Jiuzi, Sanjiao and Niuhu, located to the south part of Xiushan island ,with an area of thousands of hectares, is an ideal tourist destination with its fine and golden sands, flat slope, azure waters and luxuriant and green trees. Meanwhile, thanks to the natural deep-water harbor resources and close near to the international airlines, Xiushan island is surely to be an ideal site. After linking Daishan and Zhoushan, Xiushan islands linking project will function as a shipping and land transportation integrated pivot and will finally help Xiushan island-the pearl on the coast of the East China Sea to shine more brilliantly.

The entire investment of Xiushan islands linking project is some 700 billion RMB. It is planned to build the bridge begins from Dapu Gate in the north part, through Jiangnan island and Guanshan island and finally meet Xiaohaunxi in the north part of Xiushan island. The total length of the bridge is 1,644 meters.

Shengsi Caiyuan Town Reconstruction

1.Background & Qualification
The Shengsi Islands, long reputed as “ sea Magic Mountain”, is located in the north of Zhoushan Archipelago, at the meeting of the Yangtze outlet and Hangzhou Bay, facing Shanghai on the other side of the sea. Faced with the vast Pacific Ocean and back on the most vigorous Yangtze Delta Economical Zone, it is the only national islands scenery spot of our country. Its semi-tropical climate without cold winter and hot summer makes it an ideal fare land for tour, sightseeing, holiday-taking, leisure and sea sports.
Caiyuan Town is in the middle of Sijiao Mian Island and it is the political, economical and cultural center of Shengsi County. Its original town acreage is 15200 m2 and the architectures were mostly built between 1960’s and 1970’s, so they cannot meet the demand of economical developing now. According to its entire layout, to make Shengsi a harbor tourism town, it is necessary to reconstruct parts of the old area of Caiyuan Town.

To entirely plan and design the reconstruction of the Caiyuan Town original area in order to find a good idea. The investor will do it according to the layout scheme. The total investment is estimated as much as 0.2 billion RMB.

Shengsi jingping Integrated Development

1.The background and advantages of the project
Shengsi county is scattered by a great number of islands with an residential area of about 2,5 square kilometers, where Sijiao island is the biggest island in the county with an area of 21,2 square kilometers. As being the political, economical, cultural and transportation center of the county, Ciyaun town requires an increasing number of land with the rapid development of Shengsi economy, especially the development of harbor resources and tourist economy as well as the implementation of “the construction of large-scale islands and the transition of small-scale islands” strategy. As a result, the internal area of Caiyuan town has been far cry from the functional distribution of Sijiao island. The initiative of Jinping overall project is a sound policy to facilitate our county’s sustainable development, it is incentive for the improvement of the investment climate, for its urbanization and the improvement of modernization as a tourist city.

2.The scale and content of the project
This project lies at the north of Sijiao island in Shengsi county, 500 meters far from Caiyuan new town, It is adjacent to Jinqing great bridge and Jinji mountain in the west and north respectively, facing the dike in the east. The project mainly consists of the following three parts, the first part is the wave protective project, which includes the eastern wave protective project and the northern wave protective project. It is planned to be the 50-year best. The total investment of the project is some 20 trillion RMB with the eastern one of a length of 1,600 meters and the northern one of 435 meters. The second part is to reclaim sea for the land, design and construct a 2,000-meter dike alongside the harbor, the total investment of the project is some 180,000,000 RMB with an area of 1,300 acres for beach land. The third project is initiated to invest in 460,000,000 RMB in constructing a 480- meter long,30-meter wide bridge (Jinping bridge). The overall investment of the project is about 460,000,000RMB.

3.The preparation and progress of the project
Some preparations such as the suggestions of the project, the report of environmental influence, the report of feasibility and the program of maintaining water and soil have been finished.

Shengsi Ma-guan Reclaiming Project

1.The background and advantages of the project
Shengsi island ,one of the north most town in Zhoushan archipelago and the east most one in Zhejiang province ,lies at China’s east sea where Yangtze river and Qiantang river converge. With its preferential harbor and deep water basin, there will be a 25-kilometer coastline under 20-60 meters below the water level, where Baoshan Majishan harbor and Shanghai international shipping center-Yangshan deep water harbor setteled. Shengsi islands has rewarded as the immortal mountain on the sea with its unique scenery and it is the only national archipelagic scenic spot. However, the inland area of Shengsi island is only 27 square kilometers, the scarce land resources has seriously hampered the overall development of Shengsi economy. It is in the demand of increasing land storage for harbor industry, industrious warehouse and resort areas that we plan to reclaim Maguan district in the southwestern Sijiao island.

2.The scale and content of the project
Maguan reclaiming project has an area of about 2,23 square kilometers, where the beach land starts from the southwestern part of Sijiao island, via Dajaio, Huangshijaio, Daqigan Mountain, Xiaoqifan Mountain, finally arrives at Qianjintang;the western dike begins at the southwestern part of Nan’ou, via Zhongzhongzhu Mountain, finally arrives at Zhongzhu Mountain with total length of 2,931 meters. The project is ranked as the 4th while the sea wall is referred as the 3rd when regarding its design. The rough investment of the project is about 150,000,000 RMB.

3.The preparation and progress of the project
The earlier stage of the project has been finished and the main part of the suggestions of the project has been approved by the provincial reclaiming bureau. And also, the report of environmental influence analysis, the report of feasibility of Shengsi Maguan reclaiming project, Zhoushan,Zhejaing and the report of water and soil maintaining program when conducting reclaiming in Shengsi town have been authorized .at the same time, some of the temporary construction such as “San tong yi ping” has been finished.

Shengsi Qingsha(LiZhu Mountain)Sea Surrounding Project

1.Background & Qualification
Qingsha (Li Zhu Mountain) sea surrounding project is located in the west of Sijiao Island, under the domination of Caiyuan Town, only one ridge separating them. This project is composed of direct bank and south bank, the north part of the main direct bank is the prime passageway between Shengsi and continent, the Li Zhu Mountain Dock, and the south part is connecting Majishan oversized big
Port area, the 250,000 tonnage and 300,000 tonnage ore sand transhipment dock. There has no residents or other buildings along the east beach , but the hills with good plants.
Recent years, as the only national-level islands scenic spot, the economic and social aspects have made quite great progress in Shengsi. The seriously lacking of land resources has terribly restricted the further development of the port and tourism resources.In order to advance the economic developing in Shengsi County, and to boost the exploitation of port , tourism and fishing resources , the Qingsha sea surrounding is becoming important . With implementation of the project, the sufficient land will supply to port, industrial storage, free trade zone, living area and vacation village. No doubt , Shengsi will see the faster economic developing speed to a higher level.

2.Scale & Content
Qingsha (Li zhu Mountain) sea surrounding project is planned to reach the following construction scale : to inning and creating land at the west of Qingsha, the total area will be 7 km2. The project includes the direct bank, south bank and the middle reach land inning. The north of direct bank is starting from Qingsha Changjiao Gangdun A point, to south-west B point , the length is 4400 m. The south bank is starting from south of Chaqigang C point , to north-west B point, the length is 1160 m.

3.Preparation & Evolvement
The project has passed the environment evaluation report and the complementary report of the influence to the neighbor ocean area. The feasibility report has been accomplished by Survey and Design Section of Zhejiang Inning Bureau. Now, it is going through the prophase work.

4.Cooperation Ways

The projector can offer fund, technique , and the modernized administrative model .
At present, the roads have been open to Sijiao in all directions , north, to Lizhushan dock, south, to Majishan ore sand transferring dock, so, the transportation is really very convenient . Shengsi Yangshan New Town Construction

1.Background & Qualification
As the Shanghai International Shipping Center Yangshan Deepwater Harbor Program has roundly started, it is necessary to highly design and build Yangshan into an accessorial city to the harbor region. Band the international harbor and island feature together in order to set up a unique seaport city of the Hangzhou Bay so as to bring more fame to Shengsi.

The total investment will be 10 billion Yuan RMB, and will attract the foreign investment of 10 billion Yuan RMB.and that will be used in the projects of infrastructure construction and realty exploitation according to the entire layout.

Now, the major layout has been finished and passed the examination.
